The Ezo Kyowakoku, or Republic of Ezo, was a short-lived breakway state established by fleeing Shogunate forces on Japan's northernmost island of Hokkaido. As the Tokugawa Shogunate faced defeat at the hands of the restored Imperial government in the closing months of the Boshin War (1869), the Tokugawa navy led by Admiral Enomoto Takeaki retreated to the island with several thousand soldiers and a small number of French advisors. There they proclaimed a new government out of the city of Hakodate, based on the presidential system of the United States. The samurai class elected Enomoto to rule the Republic from the unique Western-style star fortress of Goryokaku.

Goryokaku: When the Capital is founded, a Citadel is automatically built on an adjacent tile. After signing a Declaration of Friendship, receive a copy of your friend's strongest available Naval Unit.

Jokisen: Weaker than the base unit, but much cheaper to build and has no Movement penalty in Ocean tiles. Begins with Supply and Boarding Party I Promotions. Does not require Coal. Replaces the Ironclad.

Buygosho: Build speed of Workers is doubled within three tiles of this City. After researching Steam Power, this City may cheaply train the Foreign Legion while a Declaration of Friendship is active. Replaces the Armory.
