Rebellions & Failed States is a series of custom civilizations based on uprisings, improvised governments and other short-lived political entities that achieved little or no international recognition. While not in the same league historically as the great nation-states and cultures of traditional civilizations, I find these oddities uniquely fascinating and I always enjoy the challenge of expanding these smaller statelets into fully fledged mods.
