Features
This mod adds (basic) "lesser councils", the Reichskreise, to the HRE. These councils are formed after the second imperial reform was passed. Every nation in the HRE will then get an event allowing them to join their local Reichskreis. Reichskreise are currently divided by primary culture and can only be formed if there are more than one nation with the specific primary culture. Certain countries (like Switzerland or Bohemia) get the option to refrain from joining.

After forming a Reichskreis its leader can call for a meeting of the members, where he can call a vote for a common policy in the Kreis (e.g. supporting the nobles). This vote can either pass or be denied, a pass grants every member the benefits. Furthermore the leader can also start a vote for supporting the Kaiser. On passing the Kaiser gets an amount of IA depending on the number of approving votes, while on the other hand the Kaiser will loose IA, although the amount is lesser than the potential gain.
A Reichskreis can convene every four years.

It is also possible for ambitious nations to challenge their leader in a vote for leadership. The looser of the vote gets the chance to resort to violence for one month after the voting concluded, although this will cause a fair amount of AE and will upset the other members of the Kreis (not yet implemented). A change of leadership also resets the meeting cooldown. Leadership is inherited until challenged by another nation, ruler changes do not reset the cooldown.

After the initial forming any nation in the HRE, that did not join for any reason, may still do so through a decision. In the future Kreisleaders will also be able to invite neighbours without a Kreis to join theirs.

Some flavour for the HRE relations with Burgundy and a rudimentary "League of the Public Weal" disaster for France has also been added. It is also possible to set up a puppet Pope (featuring its own Papacy mechanic) if you manage to rule over Rome as a Catholic. The Papal States will then be exiled and their host can try to retake Rome for the true Pope.
TL;DR:
This mod essentially allows you to play a HRE in the HRE, where you can eventually centralize your Kreis to a single nation. Along the way you can, as a leader, pick up temporary boni for you (and your fellow members) and give your Kreis an edge against other Kreise and outside forces. The reforms you can pass as a leader are often similar to their HRE counterparts and completing the reforms should reward you with an electorship, if possible.
Quick announcement
Due to a lack of an easy way to declare wars with completly predefined sides, work on other points will have to be prioritized for now. The only way to create wars with customized sides, as far as I know right now, is to have the attack leader vassalize the nations on the attacking side and make the defenders join a coalition against the attacker. The problem is that after the war the vassalized nations would not automatically regain their pre-war alliances. So I do not think that this is a sufficient solution. I hope my reasoning is understandable and I apologize for not being able to make good on my promises right now.

The league wars
Historically the Reichskreise also took part in the religious wars in the HRE. Of course this will also be reflected in the mod eventually. May have to be partially postponed as there currently is no easy way to create custom wars.
More interactions
This point consists of two kinds of interactions: Internal and outside affairs.The internal side consists of the leader reacting to feuds inside the Kreis and settling disputes as was part of their historical responsibility. These conflicts may in time even cause others to intervene, so that the Kreis can quickly find itself at war with other Kreise or even major powers.Intervention by an outside major power will of course call the emperor and allies into the war. Kreisleaders that pledged direct support to the emperor may also be called in to the empires defense.This leads to the other side of the problem: Outside affairs.While a Kreis and its members can obviously just go and conquer more land, it is also possible to look to the emperor for support in "liberating" their cultural brethren outside the HRE. A Kreis may at a later stage be able to attack other Kreise for subservience, effectively joining them up under the former's leadership. May also have to be partially postponed as there currently is no easy way to create custom wars.Also ready to discuss on the Paradox forums[forum.paradoxplaza.com].

I have thought about updating, but postponed it multiple times because of official updates and the state of the game after these patches. I got all the recent DLCs in the latest sale though and am thinking about releasing a new version, maybe as a separate upload, as I will most likely have to write things from scratch at least partially.

I will try to update as soon as possible,but I will have to look into which features have been made redundant by 1.30 and remove or rework those first.

I also want to take the opportunity and comment on the EUIV patch focusing on Europe. I will try to get as far as possible with this mod until then and hope that it will not simply be rendered obsolete by the base game or a DLC.
I am otherwise excited to see Paradox rework the HRE and religion in Europe! Hopefully there will still be a place for this mod post-1.29.
