x3 Black and Blue Solar Panels

Description
Increases the power output of both Large and Small grid Solar Panels to 3x times the original value.

Also adds a black solar panel with identical stats. This is just a cosmetic option.

This is part of a series of mods aimed at rebalancing several aspects of Space Engineers. The goal is to bring many of the game's underpowered blocks up to reasonable levels, without making them overpowered. Most of these mods take the form of doubling or trebling the original values, but I will not be altering every block, only those I consider to be especially weak.
