Usurpation Fix

Description
This is a fix for the odd behavior of a newly-created character usurping the title of a temple holder who changes religion. It precludes most such temple usurpations (thanks to user Chitose), thus you won't get spammed with messages, and has a fail-safe event that reverses any usurpation whose underlying cause I have overlooked. Normal temple usurpations can still occur. Credit for the solitaire-style image goes to reddit user u/KarlingsArePeopleToo. Here's a link[forum.paradoxplaza.com] to a background thread on the forum.

Character accepts demand of religious conversion via diplomatic action (39700)
Pagan Reformation (670)
Mass Conversion/Baptism (HF.20003, HF.20008, 39601, 39617, 39610)
Convert secret religion cultists (MNM.3800)
Great Schism mended (LoR.211)
Lord Spiritual becomes heretic (927, 20271)
Jesus admits that the Bible is not 100% accurate (6218)
yearly pulse event for zealous character with Theology focus to embrace heresy (WoL.7060)

Decisions for which temple usurpation is precluded
Secret Religion Society Decision "Openly Adopt Faith"

Actions for which temple usurpation is reversed but not precluded

Please alert me to any events that I haven't listed here, so that I can include them in the fix.

Compatibility
This mod changes several event files and adds a new government type (which is used only temporarily to "insulate" the religious conversion of a theocrat), so you might have to do some manual reconciliation to make this fix compatible with other mods. I have tried to make that job easier by placing most of the work in scripted effects, so that you need only replace a vanilla scripted effect or command with the relevant modded scripted effect.

@Hina, I don't have any intention to make a version of this fix for HIP or any of the other large mods with which I'm not familiar. But the technique wouldn't be terribly difficult for the HIP team to incorporate.

Any hope for a HIP-compatible version? It's one of the very few bugs it doesn't seem to fix.

@Jessy2299 That is correct. In most cases, if a temple owner changes religion, their title will no longer get usurped by a newly created character. I say "in most cases" because there are probably events that I have overlooked, in which case a fail-safe/backup event will fire that reverses the usurpation.

@Kaiser, It is an event for a possessed Christian with "Voice of Jesus/Satan" who has seen a comet to become a heretic. Maybe it's a bit more obscure. I found it because it's easier to find "become_heretic = yes" than it is to determine which instances of "religion = ..." are commands to change a character's religion.
