fixed event WoL.7060 (yearly pulse event for zealous character with Theology focus to embrace heresy)

I noticed this event firing for a temple holder with a learning education despite "is_priest = no" in the trigger block, so I don't know what that condition actually checks.

incorporated Chitose's "pseudo_theocracy_government" fix, which precludes temple usurpation and eliminates the message spam; this relegated the usurpation reversal event to a fail-safe
