Empire Sprawl Rebalance

Description
Rebalances Empire Sprawl to make Administrative Capacity matter again.

Base Admininstrative Capacity increased from 30 to 50.

Empire Sprawl from:
- Districts increased from 1 to 2.
- Systems increased from 1 to 5.
- Colonies unchanged.
- Branch Offices from 2 to 4.
- Pops unchanged.

Does not touch Bureaucrats or other jobs, to increase compatibility with other mods, but I'll upload another mod that more comprehensively changes Administrative Capacity and Empire Sprawl from jobs, traditions and other modifiers to make the game better balanced.

Modifies the files:
common/defines/00_defines.txt

I'm not updating this anymore and actually I'm using another mod from someone else, which balances bureaucrats and empire sprawl better IMO:

So will this make expansion a tad bit slower for everybody? If so i was just working on a mod like this so THANK YOU!
I always felt sprawl was a great way to help simulate the size of our galaxy. I shouldnt be in contact with half the galaxy 30 years after game start. So thank you again if this helps with slowing things down a bit.

Really? that would be absolutely amazing thank you!^^ so...
- Districts to 0
- Systems can stay on 1 I guess
- Colonies to 1
- Branch Offices to 0.25
- and Pops to 0. The standard Administrative Capacity can stay the same.
