[WotC] Better UI Fonts

This mod improves default UI fonts (Cyrillic, mostly). Changes:

1. "Alpha" font – all characters now have more consistent look. Cyrillic characters and some extended Latin characters initially were taken from other font that even doesn't have height matched.
   
2. "AF Carplates Medium" font – it already looks fine aside from too wide gaps between Cyrillc characters. The mod shrinks them, making font looks the same in both Latin and Cyrillic.

Also few Cyrillic characters were added to both fonts, so the fonts should support at least Ukranian and Belarussian.

This mod is incompatible with other fonts that replace default font library and photobooth fix, since fix is already included in it.

For Russian language also recommended subtitles mod:

UI fonts mod could be used in any language (except for asian ones), but subtitles font mod is for exact language, so using it in other languages can lead to unexpected behavior.
