Growth For Low Taxes Version 2

This mod does one simple thing, adds a town growth bonus for having low taxes. I have no idea why this was not included in Vanilla as having high taxes stunts growth. Bottom tax tier adds 3 town growth, one up from that adds 1.
I did not see any other mods on the workshop doing this simple thing, so i did it myself. This is save game friendly.
