From the AI's perspective it was like "I have 3 provinces to take care of while being surrounded by allies everywhere and I managed to loose them to naval invasions from clans coming from the other side of the map".
Now I don't know if the mod was working correctly. I had several mods running and some of them were not working.
Thanks for the advice- I really ought to look at rots but for now I'm focused on FOTS. It's a shame there's no way to balance that ought- I've determined that the only way to ensure a true legendary difficulty for FOTS as the shogunate is if the Tsu clan lives (otherwise the centre goes to the shogun). I imagine it's Yodo for the imperial clans, but they do flip
You could try the version of this mod that slows down tech research rates, which might suppress a lot of it early on:

...or just try turning the difficulty down. Certainly, if I recall, playing the Aizu in ROTS is one of the most difficult factions to win with, though.
