Description
This mod began almost two years ago as compatibility patch/game balance pass for my friends and I. This mod contains all of my previously created mods as well as a great deal of new content:

Compatibility
This mod should be compatible with most other mods and is guaranteed compatible with everything in this mod collection. I am open for mod compatibility patch requests. Current patches are below.

The following mods have been integrated into tradition trees (used with permission)
The following mods have been integrated into the mod for future development. There are two At War mod that I have been changing/maintaining for my playgroup as the original author abandoned the mod quite some time ago. Additionally a slightly modified version of the T2/3 MEM shield generator is included (and using the same name to avoid duplication).

he is waiting on the newist large update ( the one that changes pops) before he makes changes as he has stated to me multiple times he doesnt want to redo work lol

This mod is broken in 3.13 and causes a ctd at 100% loading, every time the game is loaded.

Both, they are not hiring any leader themself and when i take control with play ID and hire some leaders, then go back to my empire they don't use them.
What i also noticed it that this apparently doesn't apply to some empire types, because both a hive mind and fanatic purifier used their leaders when i checked.
I somewhat fixed it by manually taking control of the all AI empires one by one, hiring leaders and then assigning them. Once assigned, the AI empire use them as usual.

the only other Mods that affect Leaders are "Lezzi's Leader Tweaks" and "Leader cap increased to 100". But when i deactivate them, the AI still doesn't hire leaders, so i don't think its them.

@MilanoMilliz Are you using any other mods that might cause a conflict? The only thing this mod changes about leaders is changing their resource from unity to energy.

After a bit more testing i also noticed that AI Empires don't use the leader they have. For example, even if a empire has a scientist, they don't assign him to a ship, they don't assign governors to planets and commanders to fleets. All the leaders they have are unassigned
