Culture Conflation (for Invictus)

Description
This is an Imperator: Invictus-compatible version of my existing Culture Conflation mod. If you aren't running the Invictus mod, then you should use the version of my mod that doesn't say Invictus in its name (see link at bottom). Please have Imperator: Invictus higher up in your mod playset so that this mod overwrites that mod's cultural decision file.

This mod allows you to conflate unintegrated cultures into an integrated culture within the same culture group. The existing cultural decision to "Promote Administrators in Subcultures" now triggers a hidden event that converts one pop of an unintegrated culture per territory. The event fires every other year, but each individual culture has a 36-year cooldown for the event.

This is a crude method of simulating cultural assimilation into non-primary cultures. Sadly, this mod cannot account for modifiers to cultural assimilation speed. However, I have slowed down the regular cultural assimilation for cultures that are subject to conflation.

@Lord Camo I left it there because I trust the devs more than myself on balancing. Conflation makes it even more beneficial to use that cultural decision, so removing what they intended as the trade-off seems too OP.

Just wondering, did you intentionally leave the permanent -12% citizen output modifier for "Promote Citizen Administrators"? Is that an intended debuff for using culture conflation; I know I never clicked the base game version of the decision because of this.

So the purpose of this mod is to make it more likely for cultures to assimilate into like integrated cultures right? Like if my main culture was caledonian, and I integrate Scandians, Istvaonics are more likely to become Scandians than Caledonians? Does Assimilation become slower overall?

@Lewa263 Hey mate, can I check something, is the culture conflation meant to completely block vanilla assimilation? My pop tab is showing a -100% malus for being administered by cultural kin, essentially soft locking out assimilation by the usual means. I get it, it's probably to prevent vanilla assimilation from snatching pops that would otherwise be conflated but as it is it blocks assimilation altogether meaning even culture groups not administered by kin don't get the chance to be assimilated on account of the slot being blocked. I think the mechanic is fine in and of itself, but with such a long cooldown (30+ years?) it gets really painful. Thanks for making the mod though, it's such a great mechanic, even if I don't agree with how it's tuned.

My other mods are crisis of the third century, crisis of the third century betterblobs submod (which doesn't change anything relating to culture), invictus, navigable rivers, besides that more cultural names. It happened late in a playthrough, I'm going to try another one and look very carefully at any senate event.

@Hunkulous I've never seen anything like that. It could be a conflict between this mod and some other mod, maybe? But this mod doesn't add anything that would automatically integrate a culture.

Hey, why does my culture have -200% happiness. Why do I have 30 integrated cultures? How does this even possibly have the potential to happen? I can't revoke the privilege so I guess my whole save is ruined? I'm fairly certain it's this mod not 100% so I don't want to falsely accuse anyone, but I can't stop playing with it. Also I'm on iron man mode. What should I do?

@Antipater_Chulianus 1. The mod slows down assimilation to the primary culture if they have the cultural modifier of being administered by cultural kin. Other cultures will still assimilate like normal.
2. Only one culture can have the cultural administrators decision taken per culture group. But if you have other integrated cultures in the culture group, those pops will not have their culture changed.

@General Rubenski Yes, it sounds like you understand correctly. If you have Memphic with citizen rights, pops of the other Egyptian cultures will gradually change to that culture instead of Macedonian.

Im kinda confused here. So is the point of this mod to take sub-cultures of a bigger over all culture and integrate them or what? Like taking Thebic and Fayumic and making them lets say, Memphic since if playing Egypt, Memphic have citizen rights. Or am I wrong?
