[WOTC] Modular Sparks PGO Bridge

This is a bridge mod between the fun Modular Sparks mod and the fun Proving Ground Overhaul v2. Namely, the experimental proving ground projects for Spark modules that are introduced in the Modular Sparks mod are now operating within the Proving Ground Overhaul mechanics. After getting a module for the first time, it can be built at any point in engineering, under the "Weapons" category.

This entire mod is config-only, so everything is configurable. The costs of the items can be adjusted in XComStrategyTuning.ini.

This mod has built-in support for MrCloista's Modules, Incinerator Modules, and L.A.'s Bit and Gremlin Modules, Digi's Modules, and Digi's Better Barracks Modules. If there are other mods that add modules, let me know, and I shall add support to them.
Activating this mod mid-campaign should be fine. If you already got some modules before activating this mod, then they won't be buildable until after you get them again with this mod active.
Striclty speaking, this mod is not incompatible with Y-ORG Friend Without: Short Peace. It is also not incompatible with the solar system.
