Description
OUTDATED, NOT UPDATING ANYMORE

Created using Caracus' "Shattered World - Every state a country" as a base - if you enjoyed this mod check out the original! - https://steamhost.cn/steamcommunity_com/sharedfiles/filedetails/?id=2879990706

Differences from the original version:

- All states start with no buildings constructed, so all (non-decentralized) nations are on a relatively even playing field.
- All base-game formables (i.e. Great Britain, Germany, Italy) are formable, and the AI (should) attempt to form these nations whenever possible.
- Decentralized nations have been added to the map: The entirety of Africa, Oceania, and India have been changed to decentraized, and other areas of the map (such as midwestern North America or Siberia,) have had a fair number of decentralized nations added.

Todo:

- Adjust populations for newly decentralized regions (likely to be added next update)
- Fix AI colonization attitudes
- Add in base-game countries as formables (i.e. Persia, Greece, France, Spain)
- Add in base-game releasables as formalbes (i.e. Occitania, Sami, etc.)

Hope you enjoy the edits - there hasn't been a considerable amount of balance / testing done so I'm open to any suggestions. Additionally, if you experience any bugs or feel that there's issues with the mod, let me know and I can try my best to fix them.

**i would reccomend to anyone looking for a mod like this to use an updated version such as Gore's version. i unfortunately anticipated that i would have more time than i did and never managed to get an update ready.

France has random empty space in the middle of it

Mod works and is playable on latest version, but some minor errors appear; France appears to have some unusable land in the south, same issue appears here and there across the map.

Arable land is literally the most important thing, and is heavily imbalanced towards the US. Might be worth setting all states to 50, 75 or 100.

Pops do not need fixing. The game auto fixes them via starvation at the start of the game.

Hey everyone, sorry for the recent (and abrupt) lack of communication regarding this mod. University took a toll on me this year but I'm feeling better now and looking to update this mod to the most recent game version. I can't promise any specific timeline but just guessing on how long it took me to make the original version, I should have an update ready (with additional fixes to things such as missing formables, etc.) in the next week or two.
