What other mods do you have? Neither COM nor the Korea Uniform Pack mods add traditional Korean hats for the king or non-military pops.

However, in my case, both old-style and new-style outfits appear overlapping, as shown in the link.
I am currently using both the Community Outfit Mod and the Korea Uniform Mod.
I tried disabling both and running only the WCR mod, but the same issue still occurred.
With WCR installed & with the default settings, completing the Honorable Restoration as Japan will no longer automatically westernize your country.
Instead, you must start westernizing using the "Begin Westernizing" decision. With the default settings for WCR, you will be able to bypass the normal restrictions because you've completed the Honorable Restoration. You get to start westernizing for free because you completed the journal, essentially.
This behavior can be changed in the game rules to either exclude Japan (and Korea since they have a similar thing) from WCR, letting them instantly westernize as soon as the Honorable Restoration is complete, or remove the free pass from completing the Honorable Restoration and forcing you to do it the normal way.
