Components - Governments (EA Ver.)

This has been made obsolete by my newer sleeker rewritten different Governments mod.

Adds the Governments mechanics from Empires Ascendant. I'm very busy, so I wanted to just publish this as soon as it seemed functional without playtesting it extensively; let me know about bugs and I'll try and fix them in a timely manner. Eventually I'll include (a probably more polished version) in Il Principe, in the meantime the only conflicting files are DiploCorner and InfoTooltipInclude: if you know what you're doing merge them together or delete one of the two, if not shouldn't be a big deal if you want to use them together, just small ui issues.

What the do? Adds a "Governments" mechanic, that allows you to use Culture to adopt Civic Policies. Once you've founded a Government, you can begin to accumulate Authority, which you can use to acquire Civic Tenets, which give bonuses to your Civilization, similar to Policies.
