With Ontosh Orbital Shipyards busy producing and repairing warships like the Defiant and Serene, and Exo Mining Rigs producing the Daunter and Coercer, the Outer Planets Consolidation's need for civilian ships was met by the newly formed Nolen Aerospace. While the repair and maintenance of smaller ships was not a problem for the sub-company, capital ships like the Monticlaw were a real disaster, due to the lack of both shipyards and the necessary expertise. Realizing this, the management of Nolen Aerospace turned to Ontosh Shipyards for help in gaining experience while the first capital shipyard was being built.

The combined team of engineers began developing a ship capable of autonomously not only processing ore and delivering it to the nearest base, but also acting as a mobile construction station. Such a solution was extremely advantageous for the Consolidation, which had a huge number of regions with a small amount of minerals, which was not enough to build permanent structures, but the production of which would speed up the logistics of the entire production sector and deliveries to the front.

The resulting ship, named after an ancient blacksmith god, passed its test during the construction of Nolen Aerospace's first capital shipyard. The ability to accommodate a multitude of engineers, a medical center, a full production cycle on board, and the ability to house stores were all appreciated by the engineers. And although all available production capacity went to internal contracts, Nolen Aerospace appreciates the chances of successful sales of Hephaestus outside of Consolidation.

Formed from many independent mining groups and organizations, the Consolidation also appreciated the resulting ship. Many of the smaller mining companies that are members of the OPC were interested in purchasing the ship. This success cemented Nolen Aerospace's desire to further develop this area, and the new shipyard allowed them to begin construction on several special projects commissioned by the Council.
