[CJ] TIO Weapon Pack

Description
A modified version of the TIO Industries Weapon Pack 1 that changes the following things:

- Lowers the overall damage of railguns and increases power consumption substantially
- Lowered slug velocity of railguns
- Lowered the explosion damage of the battleship cannons
- Lowered shell velocity of conventional cannons
- Added heat system to the coil gun
- Tweaked heat system for APES
- Tweaked small grid static PDC cannon
- Increased Iron Maiden firerate
- Increased power draw on new MAC cannon
- Increased power draw on Super Laser
- Increased damage taken from projectiles to invalidate turret armor
