That said, there’s one thing that really stands out to me: enemy settlements only hold out for 1 turn when besieged (2 if they have a port). This basically forces you to launch a rushed assault with ladders, or pushes the enemy to sally out and fight.
I don’t know—maybe that’s how you intended it, but since the AI still takes several turns to react, it throws the balance off a bit.
