Description
DEI, buildings requiring certain resources will now be available regardless of current resources so long as you have the sufficient funds

Put ON TOP of the DEI packs

are you sure, I just checked ingame and it doesnt need anything but the tech, maybe you missed said tech. Or you put it below a mod that changes the buildings in the load order
