Yeah, upkeep goes up at 3, as you lose the -30% to upkeep from Imperium 2 (the starting Imperium). This means, you do gain a new province, and if you want to keep up your income, you must either rush more provinces, or increase your tax either by direct tax increase or through agents such as general traits or others.
I've since changed this in a new version. But the new version includes more armies, and restored difficulty AI bonuses.
