Factionwide Military Upgrades [oudated]

Description
This mods makes the bonuses for military upgrade buildings like blacksmith, armoury, carpenter etc. factionwide.
Because surely if you can ship trading goods trough the whole map it should be possible to distribute weaponry in your own provinces?

Works for all settled factions
Save game compatible
Works for all campaigns

does this work with Age of Justinian? its not working when I do it but I wonder if anyone else has tested?

Thanks man, I wish I could mod so bad, is it really that hard to wrap my head around a mod like this? someone has made this mod for the 1212 AD Overhaul and it works fine just like this once did
