-10% Upkeep Player Only

Hey guys as the description says this reduces the campaign upkeep by -10% for the player only,

This is enabled on all difficulties:
Easy was -25 is now -10
Normal was -10 is now -10
Hard was 0 is now -10
Very Hard was 0 is now -10
Legendary was 0 is now -10

First Mod ever, of all time.
