CHANGE NOTES:
-Added Total Advent Armory's Psi-Amps to the list of templates to create Utility Psi-Amps for.
-Only Utility Slot Psi-Amps are checked for equipment restriction.
Should fix Commander's Avatar not being able to equip Psi-Amp!
-Added a config option to change what Inventory Slot is used by Utility Psi-Amps.
Only change this if you know another mod is using the same inventory slot!
PsiAmp_InventorySlot in XComUtilitySlotPsiarms
Defaults to eInvSlot_SenaryWeapon
-Added a config option to require the PsiLab to grant Psi-Gift

NEW CONFIG OPTIONS:
-Class-based Ability trees and Psi-Chances:
-Can be defined in the ini for any class. Currently used to make the following changes:
-Psi Chances:
Templars - 100%
Other Factions - 25%
Other XCOM Classes - 15%
-Templars cannot learn their class abilities through Psi Training.
The abilities won't even show up in the tree anymore


PSIONIC ROOKIES AND STARTING PSI-SCREENING
-Psionic tech and Psi Lab is no longer required to see Psionic Potential.
-Rookies can be Psionic.
This was implemented because...


UTILIY SLOT PSI-AMPS (Based on Grimy's Utility Slot Sidearms mod)
-Only Psionic Soldiers can equip them (THIS WILL NOT AND CANNOT WORK WITHOUT THE COMMUNITY HIGHLANDER, SORRY)
-They give (by default) Soulfire to any untrained Psion.
-You'll get a SINGLE basic PsiAmp at the beginning the game. Other ranks of Amps are still infinite.
-Higher rank PsiAmps still give the +PsiOffense, but the basic will only ever be useful for giving Soulfire to untrained Psions.
***COMPATIBILITY NOTE***
Because of the equipment restrictions, there is a new ini setting under [LatentPsionicsUnlock.LPUtilities]:
+ClassesAllowedPsiAmps=PsiOperative
You'll need to add any other mod-added classes that use PsiAmps as secondary weapons otherwise they will not be able to equip Psi Amps at all!
This will also allow the defined classes to be able to use Utility Slot Psi-Amps. Only a single Psi-Amp can be equipped, Secondary or Utility slot!
***NEW CONSOLE COMMAND:***
UpdateUtilityPsiArms - If for some reason you aren't getting a class of Utility Psi-Amps, this will fix the issue.


OTHER CHANGES:
Psi-Training times are now slightly reduced by higher levels of Combat Intelligence
Psi Stat and Psion Skill Tree button are both visible for ANY soldier with the Gift, not just those that have trained.
Psion Skill Tree button appears/disappears as you switch between soldiers.
When Psions are trained, they ALWAYS get Soulfire (unless you modify it in the config).
The Skill Tree layout was slightly changed to account for this change.

BUGFIX: Losing psion status(!) and losing psion ranks to repeated projects via pausing (!!). Many, many many thanks to SilasLore and KarolineDianne for extensive bug reporting, thanks!

NEW: Some templar skills ported over. SPARKs added to the excluded list - you can revert this, but this was just because animations.

Bugfix: multiple instances of psi abilities, paused projects
