Move segment scanning and task assignment to a central process in a seperate thread for a massive scanning speed increase and to remove heavy load off LFU thread.

- Improved task delegation between clearing and floor tasks.
- Change site marker assignment to round robin to avoid scenario where Paste Builders get stuck in a loop attempting a task that cannot be performed on the same site repeatedly because paste storage is full or empty.
- Better job switching when paste is empty/full.
- Reduced drone travel for in-range tasks.
- Destruction of paste decor blocks will now yield the penaly amount of one unit of paste as is done with other in-game dig mechanics.

Site marker will now allow room tasks to begin earlier if there are more than 250 pending build tasks.

- Paste Builders will not longer remove torches or black/yellow chevrons when replace existing decor is off.
- Paste Builders will not longer perform the inactive wait delay if there are tasks at the site marker.
- Changing the remove existing decor setting to on will force a re-scan without restart the current scan.
- Changing the remove existing decor setting to off will only force scan restart if there are pending tasks.
