Fix missing depth setting on room mode.

- Fix abandoned task for low power incorrectly marking the task as finished.
- Fix abandoned task for inability to store/extract paste incorrectly marking the task as finished.
- Fix hiding of depth setting in wall mode.
- Allow zero depth in terraform mode.
- Flooring and Terraform modes will no longer build floor under cargo lift controllers provided controller is inside the set height.
- Re-activation of site marker auto automatic-stop for completion will force a re-scan.

- Fix incorrect total room scan count shown on info popup.
- Attempt to Use Grooved Cement or Dyed Marble for the default floor/surface type if the player hasn't unlocked reinforced cement.
- Choosen surface, floor, wall, and ceiling types will now be remembered after game exit and reload.

- Remove unused hidden disable command on Paste Builder machine to prevent accidental shutdown.
- Add 30 delay for Paste Builder given up a site marked as inactive to prevent the Paste Builder "swap-places" effect when a site is changed or briefly deactivated.
- Add option to limit the number of Paste Builders at a site.
