Merged with "hotfix" mod

-Nerfed general stats;
-Rebalanced division speeds;
-Overall organisation damage increased;
-Nerfed Last Stand and Force Attack;
-Rebalanced division experience (overall should be lower);
-Various AI fixes;
-Rebalanced Artillery, AA and AT.
-Strategic redeployment back to vanilla numbers (5 base + 15 max, previously 0 base + 20 max)
-Division hit and miss changes back to old values
-Localisation changes
-Trump Experience Events less annoying (Now only 50% of stated congressmen value will randomly have a chance to go to opposition, since I can't find localisation line for that)
-Congress support decisions cost less pp (50% of previous values)
-Localisation actually works this time properly (and hopefully I haven't broken anything in the meantime)
-Soviet Northern and Far Eastern Fleets are also where they should be
-Fixed French missing a battleship cost reduction national spirit from a focus (now it's +5% naval output)
-Added South Sinai and Shanghai states.

- -Fixed the General Motors for America not working (by removing it from the start) and the Indian handicraft modifier (Added to the first focus instead)
-Slightly tweaked Chinese Focus tree

-Nerfed Italian Infrastructure Focuses to make the war in North Africa more historically accurate
--Fixed USA being able to guarentee HOL,BEL,FRA

-Gave Finland some guidance for it's focus tree
-Added Khois RAJ oob and corresponding ai templates
-Renabled Chinese ai slight buff to ai xp gain
-Added updated Agrarian changes from test version to fix glaring issues with Chinese ai (wasted research slots forever)
-Slight increase of British focus on North Africa
-England will no longer blockade themselves of fuel and resources making them immensely more difficult.

- Japanese starting air groups now have experience
- Changed German tank armour stats.
-USSR attacking Germany won't let them take great patriotic war focus
-USSR declaring war on Poland won't let them take Lessons of War.
- USA now starts with naval level 6 FCS and level 3 AA FCS unlocked, with the ability to get level 7 FCS very early on on the Sims class destroyers.
-All USN DDs with exception of Clemson, Wickes and Sampson classes start now with level 6 FCS and level 3 AA
-USN cruisers have reworked fire-control systems too
-St. Louis class cruisers now have a tier 2 spotter plane
-USA's decisions to get ship classes were reworked with aforementioned changes in mind
- Severely nerfed the Finnish tank import decisions
-Nerfed the Mannerheim Line
-Adjusted the Finnish troop experience to be inline with ULTRA values
-Finnish airforce has starting experience, so that they are actually useful
-Added fort to Viipuri
- Soviet AI gains Great Patriotic War focus bonuses immediately on Barbarossa start
-Severely nerfed German MEFO bills
- Troop transport convoys speed increased, should go 11kt instead of 6kt
- French arms purchase decisions buffed (they cost less pp across the board, provide better airplanes)
-Superior Firepower supply consumption penalty removed
-Germany and Italy gain 10% war support each if France intervenes in Spain
- Fixed Poland having stockpiles event twice.
- CVs reworked, should be more brittle now
-Battleship to CV ratio changed (now you need 1 BB per 9.5 CVs)
-More AI changes
-OOB changes for China and USSR
-Tanks, mechanized and armoured cars stats reworked once again
-Weapons purchase decisions added
-Economy/labour management added
-Tank tech trees updated
- Carriers are much more vulnerable to being critted
-Now 100 mechanized equipment is required per battalion
-Carriers now have 2 days to launch their strikes, not 12h
-Naval critical damages are now more common and deadly
- Increase Naval damage, both from guns and aircraft. Naval combat should be faster.
-Decrease naval org damage. Unless there the ammunition storage detonate or the ship is on fire then ship will not suffer significant org damage.
-AA is actually a lot more useful now.
-Decrease lethality of carrier air battle by 33%, plane wipe in carrier combat should be less frequent now. However, carrier fighters will still kill much more planes than AA.
-Artillery 1 should have more soft attack
-Rocket artillery have more combat width, less org and consume more supply. Rocket artillery will retain its low cost
-Canada's focuses won't cancel now if world tension drops
-MEFO bills fixed
-French fighter purchase decision fixed
-Libyan infrastructure focus fixed
-New Zealand Crash fixed
- Chinese nations, Italian, Japanese, Soviet oobs and templates adjusted to be more realistic (lots of oob files and ai template events/files changed, mostly minor)
-ai only Order 227 added for org regain rate
-Chinese debuffs lessend to account for smaller army
-China told to rush some focuses
-Japan told to defend shanghai better
-Improvements to ai production and construction
-MEFO bills back to pre-nerf state
-Canadian focuses won't cancel now once tension drops below a certain level.
- Fixed some templates to accommodate the rocket artillery combat width change.
-Added event for AI USSR to switch to mass mob in19 41 so they have enough troops.
-Reworked the AI-only order 227.

- Merged starting Soviet tank brigades into corps, and made new templates for AI after the tank changes.
- Panzer III L, Panther II w/ 8.8cm gun and Panther F got new pictures.
- Panzer 38(t) F can now be converted to the other relevant vehicles on it's chassis.
-Panzer III N can now be converted to StuH 42
- Italian Libyan infrastructure
-Trade cost is the same for everyone, regardless if free or puppet
-Prince of Terror now gives a additional spy
-Illusive Gentleman now gives 2 additional spies, instead of a single one
-SS templates are now better
-Greater Germanic Empire is no more, say hello to Greater Germanic Reich
-More bug fixes
-More AI improvements.
- AI will be magnitudes more aggresive with lend leasing. (hundreds or even thousands of equipment instead of dozens)
-UK will now properly defend Far East.
-USA will be much more aggressive with their Navy in the pacific.
-USA will garrison the Philippines.
-USA will produce enough synth rubber to self sustain.
-Soviets will switch mobilization laws faster so they don't run out of manpower.
-Several minors have received historical stockpiles and new templates to reach historical numbers.
-Spanish civil war factions will have larger, more historically appropriate army sizes, better equipment.
