Added decision to dismantle Neutral Zone systems and return ownership to you.
Click on the star of a neighbouring system of the NZ, that you own.
Click Decisions.
See that decision? Use that.
Please note this decision will not work on NZs in an existing save-game, as implementation has been tweaked to allow dismantling (requiring a flag on the system that the previous version didn't add).
