I like the idea of this mod a lot, but I'm concerned that it may be overpowered. Perhaps violating a neutral zone should give a large opinion malus to surrounding empires? 'Untrustworthy' or something along those lines.
Still though, great idea. I am thinking with StarTrek in mind. Cardassian and Federations famous neutral zone.

Please note this decision will not work on NZs in an existing save-game, as implementation has been tweaked to allow dismantling (requiring a flag on the system that the previous version didn't add).

This looks awesome, only real question, how well does it work in multiplayer? if you have tested it at all. Like does it cause desync issues or does it work ok?
@tmonahan23 I'm not looking to work around the issue. I want the AI to use the feature with some smarts.
@GamesCooky They're your systems. If any diplomacy is involved, it'll be the empires neighbouring the NZ you make blowing a raspberry and giving you the middle digit.
As for PDS doing something similar, yeah that never happens :D
One question though, say you have established a neutral zone with a neighbour and subsequently you conquer or otherwise subsume their empire, presumably the neutral zone will remain? Is this correct, e.g. no way to revert or change its status once more? If so, perhaps the nearby bordering system you own to it could launch a decision costing influence or something which could reintergrate the system. Would the dummy country accept a system trade for X resource for example? Maybe a way to integrate it would be to position a fleet in the system for Y period of time, e.g. a violation of the neutral zone! :)
