-HNO gate guards now spawn a shinobi thief as their squad leader. This prevents bandits from easily overwhelming the low-tier guards.
-More props in Mongrel, as the streets were left empty with the previous updates.

Fixed:

-Major rework on the Holy Nation Outlaws mechanics. Now, HNO guards should not leave the premises of The Hub after fighting off bandits.
-Fixed a bug where HNO and Trade Ninjas were fighting each other. The all-out war has finally ended!
-Minor bug fixes.
