Modded 2 8P building chains: military infrastructure and schools

Updated to not interfere with eight princes DLC. Common buildings between the 3K and 8P will still show bonuses but 8P only buildings(over half of the buildings in the DLC campaign) have not been altered by this update. Once I have a chance to work the 8P mechanics I might modify 8P only buildings as well.
