Added preliminary support for habitats, ring worlds, and ecumenopolises. Sector AI will now build City/Hive/Nexus Districts to add building slots to planets. AI empires will now use construction priorities similar to the sector focus.

Removed Clone Vats (the Gene Modding one, not the Clone Army one) from build priorities. Building upkeep isn't really worth the meager population growth.

Changes to the Auto Clean Planets policy to prevent some economically destructive looping. Changes should also help the AI in the mid-to-late game with its economy as well.
