Reduced the opinion penalty from machine-friendly fallen empires to -50 instead of -500.

- Jihadists can't resettle mechanic pops, this time for real.
- Jihadists get +15% ship fire rate when at war with an empire with the Mechanist civic. You can't declare Butlerian Jihad on them though. Mechanists have a higher probability to go down the Cybernetic ascension path however, so sooner or later you will be able to declare Jihad on them.
