Updated Utilt animation
Utilt no longer sets R-00 to airbone after the attack (same endlag of 18 frames)

Jab endlag increased (6->10)
Jab now only cancel-able in window 2 (frame 5-7)

All aerial landing lag is now 6 on hit (9 on whiff) (from various values ranging from 4-8)

Uair kb growth reduced (1 -> .8)

Nair2 (body hitbox) no longer has angle flipper 9 (hits at 70 degrees)

Uspecial land-cancel bug fixed!
Uspecial activation has a startup sound
Uspecial base endlag increased (10 -> 15)

Star hitbox activation time increased (5 - 7)
When R-00 hits star or otherwise the hitbox is destroyed, this is the timer until it can be created again. More time for enemies to hit R-00 through the star as well as help prevent R-00 kills from getting taken by star near them.
