RESEARCH:
- Slightly increased Fuel Refining tech bonuses by +5% and +2.5% for gain per oil and gain from refineries. +10% and +5% for the ‘43 and ‘45 ones.
OTHER:
- Baked In Rules war dec tooltips should now properly update when a nation changes country points.
- Baked In Rules for declaring on chinese warlords will now properly account for whether a warlord is an ai or not.
- Added decision for communist nations to adopt the NEP as long as Russia has completed the “Planned Economy” focus. (joining via decision does not boost the planned economy factory output modifier and yes, you dont have to be allied to russia to use this.)
NATION SPECIFIC:

LIE:
- Curbstomped Liechtenstein’s gold trade bonus values. Civilian Goods modifier divided by 3, others more. Since its a dynamic modifier, tooltips might lie as to the factual change of the buff. (Might rework it into a less stupid and laggy static idea, but its a pain so this balancing change in the interim.)

TUR:
- Ottoman should be properly red. (If it aint, scream at simpy.)

INFANTRY
Rebalanced INF EQ:
- Raised early soft attack values, lowered late soft attack values
- Decreased and normalized defense across the board.
- Pioneer’s Company +2 entrenchment was swapped for +0.20 per infantry battalion.
TANKS
- Added 2.5 armor to medium turret modules.
- Super Heavy Cannon 1’s resource cost reduced from 5 tungsten to 3, added 1 steel cost.
- New modules: “ATGM”, “Super Heavy Howitzer 1-3”, “Super Heavy Cannon 2-3”, “Modern Fixed Superstructure”, “Composite Armor”, “Fire-Control System”, “Diesel/Gasoline/GasTurbine Powerpack”, “Tank Radio IV”
AIR
- Added Air Defence to all CAS Rocket Modules, to differentiate it a bit from bombs and air-to-ground cannon modules.
- New modules: “Gyroscopic Sight”, “Radar Gunsight”, “Nuclear Air-to-Air Missile”, “Modern Rocket Pods”, “Tank Buster 3”, “Air-to-Surface Missile”, “Air-to-Air Radar 3”
NAVY
- Submarine’s Engagement settings were changed. “Always Engage” retreat multiplier is now set to 1 from 0.1 previously, “Engage at High Risk” swapped to 1.5 from 1. No more suicidal submariners.
- Increased the delay at which light ships open fire, from 8 hours to 10 hours since the start of battle. In effect, capital ships have 4 hours before light ships can engage, instead of 2.
- Removed minelaying and minesweeping buffs from tech. (Somehow, 0*0.2 = 0.2. I have no words.)
- New modules: “SAM”, “Fire-Control System IV”, “Nuclear Depth Charge”
OTHER
- Logistics Support Companies will now affect unit speeds.
- Added Helicopters and some support companies for them. (consider this an early alpha, might remove might not.)
RESEARCH:
- Radio Direction Finding now depends on the radar tech, instead of being its own weird parallel to radar thing.
- Moved “Railway Gun” into 1940 tech.
- Moved Train 3 tech into 1943.
- Added “Armored Trains II” into 1942 tech.
- Added “Theatre Ballistic Missile” 1954 tech.
- Added “Radar Gunsights” research into 1947 radar tech.
- Added "Modern Rangefinders" research into 1951 tech.
- Added "Nuclear Air-to-Air Missiles" and "Nuclear Depth Charges" research into 1957 tech.
- Disabled visibility of minelaying tech and unresearched the tech for all nations that had it. (due to how the game works, everyone who already had minelaying modules can still use them, but since 0 stats there should be no point.)
FORMABLES:
- Gave Danzig the ability to form the Kingdom of Jerusalem (Kingdom of Heaven!) - Deus Vult Baby
- Fixed more Middle-Eastern Formables
AI:
- AI should keep 20% of its troops from pushing a frontline.
OTHER:
- Changed priorities for assigning convoys, land lease should be the lowest priority now, which should end the “bro reduce land lease, i cant import resources”. If you want more lease, reduce resource imports yourself.
- Increased days saved for focus up to 30.
- Increased days saved for tech up to 50.
- Added a construction speed malus to CivOil ideas.
- Civ removal for CivOil balance will now happen on core states only. Used to be controlled + owned. (And yes, it IS fully randomized on each game’s start.)
NATION SPECIFIC:
(A lot of crap was updated with Road values, some ideas might’ve changed.)

SOV:
- Updated the focus tree with Road addons.
- Decisions to merge plants will no longer show if one has AAT. (With AAT you do it by unlocking the trait via focus then buying it with MIO trait points.)
- Countries outside of original SOV territories will no longer require to be puppets in order to receive an Academy of Science, only requiring an alliance with SOV and a communist government.
- Added new possible targets for Academy of Science decisions (requirement as above):
PRC, ROM, CZE, SLO, HUN, AUS, YUG, BUL, ALB, GRE, TUR, PER, IRQ, SAU, AFG, RAJ, PAK, SWE, NOR, DEN, JAP, SIA, DDR

SPR:
- Fixed a small issue with Anarchism ;P you’ll figure it out with testing im sure.
- Lowered the cost of a few “tech” rush focuses after multiple hundred spain is pain games.

JAP:
- Focuses “The Ultimate Battleship” and “First Air Fleet” are no longer mutually exclusive.
- After taking care of the Colonial Ideas and fixing up Germany - the same treatment went to Japan, You may be able to form the Japanese Pacific States however harsh repercussions will come with it.

POL:
- Updated to Road values, so BOP’s should work properly now.

AIR
- Fixed Heavy Fighters crashing the game. Again.
- "Slightly" nerfed CAS damage from modules across the board (See screenshot for changes).
TANKS
- Nerfed Gun Platforms for tanks, adopted R56’s -25% debuffs for armor and hardness. Removed the Hard Attack malus.
- Nerfed Light Fixed Superstructure for tanks, adopted R56’s -10% debuffs for armor and defence Removed the Hard Attack malus.
- Adopted the Tankette Turret.
- Added 5 armor to heavy 3 manned and 4 manned turrets.
- Added 10 armor to the super heavy turrets.
- Nerfed penetration for some tank modules.
INFANTRY
- Nerfed towed AT penetration.

- Colored the focus tree options in game rules to reflect which are allowed to be changed and which may not be changed by the RP rules. Green - only use this, cant change. Red - banned from use. Yellow - can change the tree.
- Civilian Industry Oil Use [Open Beta]. Factories have been given a fuel drain value to simulate peace time oil use. Civs were removed from SOV, USA and ENG to balance the oil imports that will happen from ai and player nations. Will gather feedback in suggestions whether the game feels laggier or how it affects economies of nations.
- Updated game rules with newer Road stuff. Mainly china unification and some Sweden stuff.
NATION SPECIFIC:

USA:
- CivOilUse Balance - Removed a total of 15 civs from random states.

ENG:
- CivOilUse Balance - Removed a total of 3 civs from random states.

SOV:
- Civ OilUse Balance - Removed a total of 8 civs from random states.

POR:
- Unifying with Brazil will set the country points to 4.
- “Unstable Republic” stability modifier was changed to a flat -40%, instead of a weekly reduction.
- “Unstable Monarchy” stability modifier was changed to a flat -20%, instead of a weekly reduction.
- “Estado Novo” ideas will grant flat stability, instead of weekly stability.

JAP:
- “Demand Indochina” Decision has been changed to give more ability to see this happen - I.E instead of just the “Paris must have fallen” requirement if France is at war with a major nation it may choose to abandon its overseas colony and grant it to the Japanese Empire!

MILITARY:
AIR:
- Jet Engine 1’s speed was buffed. Thrust was buffed across the board by 5.
- Jet Engine 2’s and 3’s have been converted to use the new air speed (+% speed instead of +speed)
- Buffed air speed for Medium and Heavy frames to lessen the speed gaps between Lights, Mediums and Heavies.

TANKS:
- Buffed Modern Tank 1 chassis, increased reliability from 120% to 150%, increased armor from 65 to 70
- Buffed Modern Tank 2 chassis, increased speed from 5.2kph to 8kph. (was an outdated value.)
- Nerfed “Riveted Armor”, removed breakthrough and defense buffs, added -5% armor and -5% hardness malus. (there is a reason this type of armor isn't common on advanced tanks)
- Buffed “Cast Armor”’s breakthrough and defense to 5 from 4, added +2.5% hardness.
- “Bogie Suspension” module was given +5% speed and +5% reliability buffs as well as 0.5 ic cost.
- “Interleaved Suspension” module was given a -5% reliability malus.
- Buffed “Rocket Launcher” main gun modules. They should be a more reasonable, cheaper alternative to howitzers now, instead of a straight up downgrade.

SUPPORT:
- Locked the ability to use both Support Rocket Artillery and Support Artillery at the same time.
- Buffed Support Rocket Artillery by 10%

RESEARCH:
- Modern Airframes research start date was changed to 1946. (Heavy frame was 48, probably my mistake. This is done to space out the airframe research, as it goes 3 years, 3 years, 4 years then from Advanced to Modern it used to be 1 year now its 2.)
- “Modern Light Tank” and “Oscillating Turret” research finally have an icon.
- Moved Jet Engine 2’s and 3’s into its own separate research branch under the Jet Engines tech. (Icons are from Road to 56, just resized to fit the box.)
- Equipment conversion specific tech was removed, buff was moved to the Machine Tools line. (it was separate to not have the buff appear if Death or Dishonor is disabled, trying it without DoD the buff still shows but it doesn't seem to crash.)
- Moved Fuel Refining tech one year later, First fuel refining tech has a start date of 1937.
- Last three Machine Tool techs +10 factory output was swapped to +5 capacity. “Max Factories in a State” buff was removed.

FORMABLES:
- Ability to form “The United British Isles” for was removed for England. Was too easy for England to eat one single 1 point nation and instantly core it.

OTHER:
- Equality Laws were flipped around. It didn't make sense that “Total Equality” removed production capacity, when “Women Workers” added production capacity. Now patriarchy are less recruitable % and less Cap for +pp gain daily, while "Total Equality" is minus pp for recruitable and capacity buffs. (Will get some more balancing further on.)

NATION SPECIFIC:

GER:
- Added missing BOP decisions.
- Added missing “Establish Provisional Capital” decision for West Germany.

USA:
- To slightly reduce idea clutter, ship cost bonuses were all rolled into “Bureau of Ships”
- Same with the air tree, all focuses except “Escort Fighters” fuse into “Air War Plans Division” then into “US Air Force” or “US Army Air Force”
- The “Air War Plans Division” event “Air Force Asks For Greater Autonomy” will have pp consequences in the lower “Air Support” and “Strategic Bombing” focuses. For example, promising autonomy to the Airforce and not delivering on it will result in -50pp. Delivering on your promise will result in 25pp.

PRC:
- PRC’s design companies from pre-AAT were adopted for AAT MIO’s.
- Fixed an outdated focus effect that added the pre-AAT designer buffs to PRC. Will no longer give buffs. If AAT is present, will now add 2 MIO sizes to Taiyuan
- Fixed outdated value for “Guerilla Warfare” economy law, which made PRC have 12% consumer goods use instead of 2%.
- “Eliminate Illiteracy” now requires “Adopt Soviet Style Education” or “State Controlled Education” as well as “Institution Reorganization”
- Education focuses now require an amount of factories be held by PRC, just like the RoC education reforms do.

MILITARY:
- Base capture ratio for all units was increased from 2% to 2.5%
- Reduced weight of medium aircraft armor from 4 to 3 and heavy aircraft armor from 12 to 8.
- Minelaying and Minesweeping equipment stats were set to 0.

OTHER:
- Added a country points map mode to the game. Country Points Table colors were modified to match the in-game ones. (due to how game applies colors, the ingame colors appear less saturated.)
- Added missing 3D BBA models to all nations. Currently they are not sorted.
- Iceland’s default tree is now R56.
- Updated game rules with Road options.

NATION SPECIFIC:

GER:
- Adopted R56 focuses added on 07/11/23

ENG:
- Supermarine was nerfed. Will now incur a 25% IC cost increase penalty when fully upgraded.

USA:
- Added a focus to Abandon the Monroe Doctrine.

CHI:
- Divisions below 10w will no longer be spawned on game start, added the equivalent amount of infantry equipment to national stockpile.

JAP:
- “Jōsetsu Shidan” light tank battalion was removed, infantry recon was replaced with light tank recon. Added a 5 max divisions fielded limit.
- Added 144 light tanks to Japan’s stockpile to offset the tank difference from battalion to recon.
- Moved the unlock of “Jōsetsu Shidan” back into “Army Expansion Law”, this focus also removes the 5 limit cap for the division.

MAN:
- Finishing “Claim the Mandate of Heaven”, “Back to the Basics” or “A Tale of Two Emperors” will increase Manchuria’s in-game country points value to 4. (cores on china = 4 points.)

- Torpedo tubes 1 and submarine engine’s 1, 2, 3 and 4 will be equipped for Sub’s 1, 2, 3 and 4 respectively by default.
- Submarine 3 and 4’s will be able to use the rear slot for an auxiliary module (radar / snorkel) as well as torpedoes.
- Submarine 5’s received an additional auxiliary slot.
- Added a limit of 1 snorkel per submarine.
- Increased submarine nuclear engine's range by 1000km


RESEARCH:
- Cruiser and Midget subs are now researchable for everyone.

MILITARY INDUSTRIAL ORGANISATIONS:
- Added a custom made Amphibious Tank and Amtrak designer. Countries that get it are: SOV, GER, ENG, FRA, JAP, USA, VEN. Tried to be as historical as possible, and added a few custom icons.
- Renamed "Liaotung Arsenal" to "Dowa Automotive". ( As far as i can tell, "Liaotung Arsenal" never existed, feel free to prove me wrong - Warlider )
- “Dowa Automotive” requires the “Liaotung” state to be controlled by the owner to be used, instead of “Liaoning”
- Renamed "Mukden Arsenal" to the Japanese-used name "Fengtian Ordanance Manufacturing"
- Added custom icons for “Fengtian Ordanance Manufacturing”, “Hanyan Arsenal”, “Dowa Automotive” and “Taiyuan Arsenal”.

OTHER:
- Upped the pause and slowdown timers to 90 and 30 days respectively.
- Game rules will now default to the R56 focus tree’s for Finland, Sweden, Norway and Denmark.
- Fully integrated the Host Tool into the RP Tools window.
- Keybindings changed for RP Tools:
