Balance Changes
-Rebalanced Alexandrian Ideas
-Fixed a Ingrian Idea giving additional Land Attrition instead of Hostile Attrition
-Rebalanced Timurids Ideas
-Slightly tweaked Syrian Ideas
-Herat will now use Khorasan Ideas
-Idaj will now use generic Arabian Ideas
-Idaj will now start as a Monarchy
-Nerfed Idaj starting ruler
-Reduced Imperial Authority needed for Imperial Reforms to 60
-If Bohemia is the Emperor, they may prefer to go down the Decentralization path instead of Centralization
-Prosperity will now provide an additional -3 Local Unrest in States with it.
-Sieges will now generate +0.25 Monthly Devastation instead of +0.10
-Increased devastation impact on movement speed to 35%
-Added a scaling +50% Development cost to provinces with devastation
-Innovativeness will now provide a scaling -20% State Governing Cost. (To complement our decrease gain of it vs current Vanilla standards)

Important Notice: In the continued effort to rebalance Development Sprawling by as a whole, we have implemented some reductions to the bonuses gained from Development as a whole. These are Experimental and may be potentially replaced in the future, but for now we wanted to test and see the impact these changes would have. Currently this should overall reduce the Mega armies in the mid to late game.

-Reduced the amount of Army Forcelimit gained by Development by 25%
-Reduced the amount of Naval Forcelimit gained by Development by 25%
-Reduced Local Banners gained by Development to 50%(was 66%)
-Reduced Local Sailors gained by Development by 25%
-Reduced HRE related bonuses in regards to Manpower and Force Limit by 20%
-Reduced the Local Goods Produced Modifier gained from Development by 25%(0.20 to 0.15)
-Reduced Base Manpower gained from Development to 175 from 225.
-Reduced Grain Land Forcelimit bonus to 0.4 from 0.5
-Reduced Base Manpower to 9000 from 10,000

Further Notice: We also recently reduced the overall Aggressive Expansion gained from taking Provinces in a Peace Deal. We may reduce this once again pending the implementation of Early Game Casus Bellis.

Leviathans DLC Balance Changes
-Reduced the Potential Development gained Factor from Concentrate Development to 15%(Vanilla is 20%)
-Reduced the Potential Development gained Factor from Pillage Capital to 15% (Vanilla is 20%)
-Concentrate Development is now spread on a true 50/50 Basis (code wise) in sharing Development as opposed to the Vanilla Ratio. (For context, Vanilla spreads Development by 50% going to the Capital, 30% going to State Provinces, 20% being lost. Now it operates on a 40% going to Capital, 40% going to other State Provinces and 20% being lost. -The Government Reforms that prevents Development from being lost will instead be 50% to the Capital and 50% to other State Provinces).
-Province Development will now provide a discount to Local Great Projects building Cost (0.3% per point of Development)
-Tweaked several Vanilla Monuments starting tiers to fit correctly with 1356’s Timeframe
-Fixed several Vanilla Monuments lacking a starting cost(In Vanilla most of these are already built so it's understandable why they would lack a cost.)

Tooltips and UI
-Fixed Ages icons being misplaced
-Updated a few tooltips relating to Navigation and Settlement ideas to give a better understanding when they become --Exploration and Expansion ideas
-Renamed Early Cannons to Bombards (Thanks to @Mizreg for the Suggestion here!)

Bug Fixes
-Fixed Idaj having no Technology group
-Fixed a potential crash related to the Ottoman Harem


Gameplay Adjustments
-Made a Province in Gujarat Zoroastrian and Parsi to represent the Zoroastrian Diaspora in India (Vanilla it fires by event)

Bug Fixes
-Fixed a potential crash source caused by Gilan having no Government
-Fixed when forming Timurids, claims would be given to the Timurid Persia tag instead of the Timurids
-Fixed a missing +1 Accepted Culture slot being missing in 1.31 when it was present in 1.30 by Technologies.

Gameplay Adjustments
-Added a new tag ‘Eranshahr’ for Zoroastrian nations in Persia. Forming this tag will make you an End Game tag.
-Added Eranshahr Ideas
-Added +2 Accepted Cultures slots for Hungarian Traditions
-Added a new Theocratic Kingdom Government Reform for Eranshahr
-Mazandaran will now always have access to Feudal Theocracy, regardless if Muslim or Zoroastrian
-Reduced Feudal Theocracy access for other Zoroastrian nations
-Zoroastrian nations can no longer form Persia, and Muslim nations cannot form Eranshahr (Can flip religions however once formed).
-Eranshahr will use Persian missions
-Theocratic Kingdom will use Devotion instead of Legitimacy

April 30th Hotfix #1

Bug Fixes
-Fixed a eastern egg modifier remaining for Delhi, generating insane generals for the rest of the game
-Fixed Timur not dying post 1400 despite the event saying he already died (Appears we forgot the Kill command here)
-Fixed Timurid Persia gaining claims instead of the original Timurid tag when forming.

Game Balance
-Added an additional 50 Governing capacity to Tech 6 and Tech 8. (Overall an additional 100 Governing capacity for the rest of the game)
-Lowered the Artillery bonus vs Forts bonuses for the new siege weaponry across the board.
-Tweaked some values on new siege inventions. Trebuchets should also be more cheaper
-Applied some harsher Development penalties on Early game AI nations
-Gave Timur a bit more AE reduction early
-Gave Elective Feudal Monarchy and High Feudal Monarchy a bit of AE reduction(-15%)
-**Lowered overall AE generation by 10% for demanding provinces in a peace deal.
-**Lowered Hre Aggressive Expansion by 10%
-Lowered Age of Discovery Bonus for Ottomans “Guns of Urban” to 20%

** Indicates these changes will require a new game to take effect as they modified the Defines.
