Improved on Hyacinth fleet. Now they should exclude any system with hostile ship as their destination.

- The Amaryllis and The Orchid system will be spawn more close with your system.
- PD rare or exotic planets will have its PD planet modifier.
- If the homeworlder has some PD exotic preference (terrible on Gaia planet), the splinter colony won't be pacifist (gaia capital).
- Major refactoring, reduce PD dependency and make PD update less hard.

- New climate preference (in the case the homeworlder is the Void dweller) now has more diversity, include PD regular and rare climate preferences.

Fixed The Orchid system could neighbor with Xenophobe FE. Now, The Orchid and The Amaryllis system neighbor with homeworlder country (max_jumps = 0).
