Updated Alpine Vista with the new Emergency Beacon and Locator as well as adding functionality back to the rescue harness.

Fixed the broken rope connection on the cranes. No idea how that happened, sorry for the inconvenience.

Updated the deck rail cranes winch heads with buttons to toggle the 3 connector types individually. Not ideal, but a bit more functional that a single of/off toggle for all.

Updated to 10.12 winches.
Added an auto foghorn system (horn and blinking lights when fog is detected).
Reworked the two rail cranes (let me know if they suck :) )

Some loss of functionality with the winches and the hanging remotes had to be 'fixed' at least for now. I understand there may be some other changes coming so I didn't want to spend a tone of effort until I see what's in the pipe for the next week or two.
