Fix for gestalt machine empires:
-are now properly affected by voidborn new bonuses as all the regular empires. (untested for biological hiveminds)
-Changed starting amenities on habitats by +5. now you don't risk revolt because you colonize things.

-Non mining/energy/science habitats now have the ability to build food districts.
-Habitats Affected by City District bonuses after Voidborn
(Including tech and Tradition Bonuses!)
-New Ascension Perk: Modular Engineering (Mutually Exclusive with Arcology and Galactic Wonders) unlocking decisions to expand your habitats by up to 12(!) districts.
-Modular Engineering also gives you the ability to make districts producing Alloys and Consumer goods on Habitats.
-Added colony type: Agriculture Station (for Habitats)
-Updated Foundry and Factory Station types to include some bonuses for the habitat districts.
