Reverting building changes.

Shipyard and Regimental camp line ups is limited to 1 per state. Everything adjusted to compensate for that.
Slight buff to new Rampart building.
Reverted free building slot from Forts.
Reverted increase in monarch points cap.
More aggressive AI logic for new Estates, the bottom line for AI is 20% crown land.
Fixes to existing code, to make everything compatible.
Basic logic for new buildings.

Incompatible with mods that change Ideas, Building, Policies. To do most of the AI changes I have to edit base files. Keep in mind that AI have numerous issues with modded buildings right now.

Major changes:
- Added 10 Idea slots in a balanced way.
- Tweaks to ideas and policies, to make more idea groups relevant.
- Rebalanced the amount of discipline in the game, max army drill now gives 5% discipline.
- Effect of corruption was reduced to 1/5 of original game values, AI is just not programmed to deal with that.
- Increased base supply limit by 2, AI tends to have more troops with this mod.
- Increased base monarch point cap to 1199, AI wastes tons of points sitting at monarch point cap.
- Added simplified development click for AI, base game AI almost never dip devs, wasting enormous amounts of monarch points.
- Added way's for AI to Upgrade Trade Centers, base game AI can't do that. Seriously they are in the game for more than a year.
- Random fixes to decision and events. AI Spain with Spanish Ideas, Hurray.
- Light tweaks to Basic Government reforms. Preventing AI from taking Merchant republic reform, and exploding in aftermath.
- Made Nomad life a bit easier, every Horde can now use banners. Increased Horde unity gain from looting.
- Removed minimum autonomy from Estates, AI can do most of the Estates clicks, Hire Rajput regiments button now works similarly to Cossack.

AI is less willing to use debase currency.
AI should use knowledge sharing more often.
More fixes to AI build order.
Increased AI budget fraction for missionary maintenance.
Lowering early game cannons ratio for AI.
Lowering AI transport ship ratio.
AI should use guarantee less often.
Better AI army assignment logic.
Fixes to AI dev click.
Changed AI reasons for giving subsidies, AI will prioritize sending it to Allies in debt.
