Fixed bug spotted with the Druidic Society reform which was impossible to attain. Now easily attainable as a druidic religion.

Patch 1.17.1

Jarldom now shows for every Scandinavian culture - excluding Scanian - government (Republic/Monarchy), and Jarl title shows at duchy rank only.

Fixed the graphical bug with the government reform "Codex" for mesoamericans.

Adjusted EVERY nation history file to be more friendly to modders.

Fixed the bug whereby if you went norse you couldn't select a governtment type.

Fixed issue with Meso Americans not starting with a government (so now given a fixed one regardless of government type)
Fixed bug with religious reforms not kicking off the event to make you lose subjects etc.

Some early game events have been removed to improve performance

Subject types are now available through diplomatic options. These include
-Papal Holy Orders (Must be Papal States to use)
-Greek Themas (Must be Greek culture to use)
-Turkish Beyliks (Must be one of the Turkish cultures to use)
-Swiss Cantons (Must be Swiss culture to use)
-Russian Cossacks (Must be Russia to use)

Early game AE Reduction modifier to encourage the AI to blob a bit more and give the human player a bit more of a challenge.

Greek Missions updated to be in a much more logical order
English Minor missions MAJORLY changed, so that they work solely to get the minors forming England, after forming England expands the set.
All of the monuments for Monuments Expanded that have been updated and added, have been adjusted in the mod.

Max number of loans for a peace deal is 5 again
Advisors cost 1.5x base game v 3x in previous patch
Promoting Advisor cost now costs 3 years salary vs 5 years salary previously
Removal of the Asatru Government Reforms
Adjustment of the North Sea Empire and Jomsviking nations to have identical formation requirements, the difference being North Sea Empire requires Christianity, Jomsvikings require Asatru
