Made changes to encampment and government buildings.
Changed some bonuses in warfare and city development.

Fixed alliances unlocking at the right time
Removed eureka/inspiration quests from city states
Removed recruit partisans spy mission
Swapped the effect of Loyalty and Loyalty III policies, so that you have a governor-like loyalty effect earlier on

Increased population yields from tier 1 buildings a little.

Reworked city state influence bonuses for 1/3/6 envoys.

Industrialization no longer give +1 production to mines, and steel no longer give +1 production to lumber mills. Instead, factories give +1 production to mines and lumber mills in the city.

Added support for warfare expanded medieval
Added support for warfare expanded armored assault
Changed tier 1 buildings like the library: these no longer have any base yield, but instead give a small yield per citizen.
Implemented many policies, those that still don't work are marked as such.

Made a few alterations to the civics tree to fix a problem with open borders and embassies. Also made builder units unlock earlier.

Updated the culture bonuses. Added gold per tourism to national parks. Builders and engineers get an extra charge when you have the civil engineering (renamed skyscrapers) civic.

Resource stockpile increases from military buildings now depend on population.

Removed expansion pack 1 from required DLC.

Integrated the districts introduced in frontier DLC into the mod.
