VSAI:

Remove all Enhanced Variant from Specials, which mean:
- Uspecial no longer able to go into non-pratfall
- Dspecial no longer reduced cost
- Fspecial no longer a (free) projectile that have kill power

- Fspecial cost half a bar of Ink, can be held for Slow-moving version, both kbs reduced 0.6 -> 0.4

- Fair kbs reduce 0.6 -> 0.45
- Bair kbs reduce 0.8 -> 0.75
- Uair kb and kbs reduce 9/1 -> 7/0.9
