Lowering capital state governing cost to 25% from 100%
Adding local governing cost to Churches and Cathedrals 5% and 10%
Adding a 100 cap for some opinion penalties, aggressive expansion, removing province from HRE, annexed vassal.
Nerfing Raze power gain a bit
Restoring the number of burghers loans to 5
Reverting professionalism increase from recruiting generals.

Stopping AI from releasing a bunch of vassals when it exceeds governing capacity.
Adding a way for AI to get access to agendas.
Small changes to Monuments.
Cleaning up bonuses from Steppe Horde and Khanate Monarchy reforms.
Cavalry cost in Horde Ideas was nerfed from -33% to -20%.

Removed Free building slot from forts.
AI restrictions for making tributary subjects were moved from CB's to Subject Type.
Disabling Economy related scripts for AI. ( AI eco was generally fixed in 1.31 )
Pulling out Merc changes for now.
