Re added the positive bonus on growth of the Planetary Carying Capacity feature, that was nuked by mistake (apologies).It has a -70% strenght compared to vanila as it was originaly intended (2.0 vs modded 1.3).

The nuking (and now just a nerf) of the Planetary Carying Capapcity bonus on biological growth was making biological empires quite weak in comparison to machine empires, to correct this the required biological pop growth for a new pop has been decreased to 70 from vanila 100.

These changes are to prevent the blatant exploit of the S curve for infinite growth, but at the same allow for a bit of min maxing if you are so tryhard as to want to do so.

The growth of machine empires is being closely monitored, specialy at late game. It's a matter of small finetuning now, but I'm that determined in making this mod the best it can be.

As pointed out, biological empires can slap so many growth modifiers that they could outpace this mechanic, it's been tweaked to have a stronger negative on growth acordingly.

Changed;
REQUIRED_POP_GROWTH_SCALE = 0.05 # Required pop growth for every pop in the empire
REQUIRED_POP_ASSEMBLY_SCALE = 0.05 # Required pop assembly for every pop in the empire

To the new;
REQUIRED_POP_GROWTH_SCALE = 0.1 # Required pop growth for every pop in the empire
REQUIRED_POP_ASSEMBLY_SCALE = 0.1 # Required pop assembly for every pop in the empire

Still undergoing testing, numbers might be tweaked down to 0.09 or 0.08 in the future.
