Fixed Campaign start crash allowing new campaigns to be loaded.

Gave byzantium to the thracians so they would not get beaten by the greek early on. Gave the romans a couple more economy buildings at the start so they can try to push more troops out sooner instead of staying just in italy. Upgraded the parthian settlements to the city tier and gave them better economy buildings at the start so they can properly deal with armenia and the seleucids.
