fixed test values left in bot file
added toggle typhoon wave mode which will have a 40% change to turn typhoon wave mode off and on dynamically in game

Added new emplacements to some division
Officer reveal radius is reverted to vanilla values for now

Added 2 new call-in stages. They require both defense position research and other call in research. You still will only be able to call in 5 stages but you will have a choice out of 7
Increased research gains for win
Increased starting MP
Increased ammo income a little
Changed starting budget so you can now call in everything at the start of the battle
Changed research stage for some tanks for AI
Increased the chance of random spawning time for AI
Increased typhoon wave mode chance
Added new random flank rings
Player can also build flank rings for mortars and heavy AA guns now

Fixed tanks being disabled after using hull down
Changed AI army size to increase more gradually
Added flakring option for player flaks and mortars

implemented flakrings for AI flak guns
changed N button press (not hold) to just be a pointer
Tank hull down now disables the tank for 30 seconds
implemented randomizer for AI time to spawn
