added storage clothing tag to sep uniforms

forgot to add sep uniforms to have pockets. Might update again soon and have sep uniform loadouts for the classes, maybe

longrunning JE bug fixed due to duplicate outfit tag on clown mask causing an extra loadout for passengers to appear which had null values.

Separatist old uniforms have a new indentifier I was told they had different descriptions but same proper pockets. This was inccorect and I had this mod low priority because of it. Fixed

tracked down a bug with the prisoner having the "escape handcuffs" order which causes bots to go hostile once they slip their cuffs. They no longer spawn cuffed as well since while tongue in cheek it is kind of bogus. changed up their spawn inventories a bit.

Fixed Doctor of Musical Arts Mechanic tree not showing up, was an error in xml missing a chunk of text somehow, very odd.

Used the legacy suit sprites for a number of inventory icons for the new crew outfits so they are more distinct in containers/hotbar.

Fixed XO female uniform left arm being extremely dark.

New XO Flophat perfect for tap room brawls.

Navigator gets a steel(titanium) brimmed no nonsense officers hat.

Cleaned up descriptions, damage protection on clothing and fixed several uniforms pocket items.

Goofed up researcher outfit was a new item in JE, made it an overwrite of the default one and the passenger was missing it.
