Updated to 3.12

Buffed Children of the Cosmos to better match other Civics bonuses. Removed a bug where all empires could modify their species to have this trait. Also removed the restriction, allowing it to be selected by machine intelligences and regular machine empires.

Great Armada special armies can now be recruited by machine empires.

Buffed Energy and Materials Experts by giving 100% Shield Hardening and +100% Armor Hardening respectively.

Adjusted some other outdated fixes and localization.

Fixed a bug where not every empire selected with advanced origins would have an advanced start.

Fixed a bug where the precursor starts were not giving the proper advantages.

Fixed a bug where the Children of the Cosmos trait was giving ineffective modifiers, those modifiers were moved to the origin itself.

Thanks for everyone who reported those bugs.
