Reverted the startpos changes:

Etruria doesn't start as a Roman client.

Instead I scripted a peace treaty that will last for 10 years (= 40 turns).

You're still able to break the treaty if you want, but you are not forced to rush Rome as before.

More balancing of unit equipment and costs.
3rd class units are now a bit more expensive to reflect that they can't afford their equipment themselves the way 1st and 2nd class units do.
